He also pioneered the establishment of the R&D, Program Management, and Investment Support Units within the Development Agency.

Gökbilgin's projects include regional cluster strategies, environmental plans, public-private partnership projects, EU-funded investment support mechanisms, local government reforms, and investor service offices. He has also been tasked with numerous strategic tasks by the State Planning Organization, the European Union Project Office, the Provincial Assembly Executive, and the Governor's Office.
